Registering a website with the Ministry of Industry and Trade is no longer unfamiliar to anyone selling online in Vietnam. It is mandatory: an e-commerce website that is not notified or registered in time faces an administrative fine.

Which websites must be registered with the MOIT?

Fines for failing to notify or register a website
Under Decree 98/2020/ND-CP (replacing Decree 185/2013/ND-CP), every business, organisation and individual trading through a website is covered, including:
- Online shops
- Websites providing e-commerce services
- Marketplaces, online promotion and online auction websites…
All of them must be notified to or registered with the E-commerce and Digital Economy Agency – Ministry of Industry and Trade, on the portal online.gov.vn
Under Article 62, Decree 98/2020/ND-CP
- VND 20 – 30 million
- For failing to notify an online shop.
- VND 40 – 60 million
- For failing to register an e-commerce service website.
Serious breaches can also lead to content being taken down or the website being suspended.

01 Which websites must be registered or notified? +
- Notification required: online shops (individual or company) that showcase and sell products.
- Registration required: websites providing e-commerce services — marketplaces, auction sites, online promotion sites and so on.

02 Is there a fine for not notifying or registering? +
Yes. A business can be fined VND 10 million to 40 million under Decree 98/2020/ND-CP for failing to notify or register a website with the MOIT.
03 How do I check whether my website has been notified? +
Go to online.gov.vn and search by website or company name to see whether the status is “notified” or “registered”.
04 How long does notification or registration take? +
Usually:
- Notifying an online shop: 1 – 3 working days
- Registering an e-commerce service website: 7 – 10 days, depending on the file
If anything is missing, the authority returns the file asking for additions.
05 How much does the service cost? +
MIMA, like most providers, offers an all-in package from VND 500,000 to VND 2,000,000, depending on the type of website (shop or e-commerce service) and the legal documents you already have.
06 What do I need to prepare? +
The basics are:
- Business licence (scan)
- Website owner details
- Domain name and website address
- Operating rules, privacy, returns, delivery and warranty policies (if any)
- A few screenshots of the website
07 My website has been live for years but was never registered — is that a problem? +
It can be fined if inspected, and Google or Facebook may reject your ads because the site has not been notified to the MOIT. Register as early as you can.
